PC Will Not Turn Off

I have just reinstalled windows XP on a pc, the problem Ive now got is that I cant restart or shut the computer though windows. The only stuff ive installed is Norton Anti virus & SP2.

Any ideas?

Sounds like a service is not shutting down. Try turning off nortons or stopping its services

open a command Windows, Start/Run/shutdown -s<enter>
if that works, then it's a service issue more than likely.
Remove Norton's and reinstall SP2 again
