computer help

hi there

i am not sure what i have done to my computer but when i turn it on it just goes to a black screen and says

windows could not start because the following files is missing or corrupt:
<Windowa root>system32\hal.dll.
please re-install a copy of the above file.

what should i do?
go take it to a shop?
is it broken forever?

any help would be good

I looked on google and got this link, not sure if it will help, maybe find someone who has experienced this before to help you out?

i took it to a guy at work and he fixed it last night

somthing to do with a issue with that dll file and the computer just didnt know what to do or somthing he just copyed his file over to my computer and it was like new again then rfactor didnt work but that was just me (i tryed to change the date on my comp when it broke but rfactor wont run if the date is changed)
