This photoshop video.. what tool does he use to make her all skinny?

Ive got the latest photoshop Version 11 Adobe CS3, and Adobe photoshop elements. Is this tool on any of these?

It would be something like a morping tool(Think thats what its called)

Something like smudging ???

Thats an old video so will be in earlier versions aswell i would think.

it's the liquify filter
From the top menu, Filter -> Liquify
